RESUMO Este artigo tem por objetivo fazer um recuo histórico sobre o processo de consolidação do debate entre avaliação, qualidade e gênero nas políticas públicas de Educação Infantil para, então, apresentar alguns aspectos dos Indicadores de Qualidade da Educação Infantil Paulistana, um instrumento de autoavaliação institucional participativa (AIP) que insere gênero como parte das dimensões de qualidade. Qualidade é entendida como negociada e um conceito em disputa (BONDIOLI, 2004; MOSS, 2002; DAHLBERG; MOSS; PENCE, 2003). Consideramos imprescindível destacar, entre os achados da pesquisa, a configuração dessa política de avaliação de qualidade elaborada por mulheres-professoras que compartilhavam de concepções teóricas de infâncias e Educação Infantil consensuadas nos documentos nacionais e internacionais da área a partir da perspectiva de gênero (SCOTT, 1988). Em uma dimensão que nasce com a demanda por questões raciais, a dimensão de gênero entra na intersecção. O grupo de mulheres-professoras responsável pela construção desta dimensão específica, nomeadas “guardiãs da questão”, utilizou-se do documento como um instrumento de luta e, como opção política, pautou as diferenças e as desigualdades de gênero e étnico-raciais na Educação Infantil de São Paulo. Nesse sentido, suas reflexões nos colocam alguns importantes desafios para a intersecção necessária entre avaliação, gênero e qualidade na Educação Infantil.

ABSTRACT This article aims to undertake an historical review of the process of the consolidation of the debate between evaluation, quality and gender in public policies on Early Childhood Education, before then presenting some aspects of the São Paulo City Early Childhood Education Quality Indicators, a participative institutional self-evaluation tool that includes gender as part of the dimensions of quality. Quality is understood as being negotiated and a concept in dispute (BONDIOLI, 2004; MOSS, 2002; DAHLBERG; MOSS; PENCE, 2003). We consider it essential to highlight, among the research findings, the configuration of this quality assessment policy devised by women-teachers who shared theoretical concepts of childhoods and Early Childhood Education agreed on in national and international documents in this area from a gender perspective (SCOTT, 1988). In a dimension that emerges with the demand for racial issues, the gender dimension enters the intersection. The group of women-teachers responsible for building this specific dimension, referred to as “guardians of the issue”, used the document as an instrument of struggle and, as a political option, put gender and ethnic-racial differences and inequalities on the agenda in Early Childhood Education in São Paulo. In this sense, their reflections pose some important challenges for the necessary intersection between evaluation, gender and quality in Early Childhood Education.

RESUMO: Com base em pesquisa sobre assexualidade, este artigo traz reflexões sobre os limites e as possibilidades do uso de entrevistas por e-mail. Com o objetivo de alcançar pessoas autoidentificadas como assexuais - em diferentes lugares do Brasil - a investigação que deu origem ao artigo utilizou o e-mail como ferramenta metodológica. Este artigo apresenta os desafios da realização de entrevistas por e-mail diante da ausência de pistas sociais como gestos, entonação de voz e linguagem corporal. Também expõe as vantagens ao possibilitar maior alcance geográfico dos sujeitos, ao permitir a participação de pessoas que - por diferentes motivos - não concederiam entrevista presencialmente; e ao viabilizar o contato com uma autoidentificação nascida e difundida nos meios virtuais. Esses aspectos evidenciam o fortalecimento das tecnologias de informação e comunicação como instâncias socializadoras no processo de construção identitária na contemporaneidade e a contribuição do acesso à internet para o enriquecimento da pesquisa sobre assexualidade.

ABSTRACT: Taking a research about asexuality as a source, this article brings reflections on the limits and possibilities of using e-mail interviews as a methodological research tool. In order to reach self-identified asexuals who accepted to be interviewed - located in different regions, states and cities of Brazil - the research that led to this article used e-mail as a tool. This article presents the challenges faced by e-mail interviews considering the absence of social clues - like gestures, voice intonation and body language. Additionally, the article also points out its advantages, such as allowing a greater geographic reach of the research subjects; making possible the participation of people who - for different reasons - would not agree to face-to-face interviews; and enabling the contact with a self-identification born and spread on the internet. These aspects highlight the strengthening of information and communication technologies as socialization agents in the process of identity construction in contemporaneity, as well as the contribution of the internet access to the enrichment of the research about asexuality.

Este artigo explora a relação entre Estado e movimentos sociais na produção de políticas públicas de educação voltadas para o gênero e para a diversidade sexual. Esta reflexão toma como fontes principais duas investigações mais recentes voltadas para a compreensão da introdução do gênero e da diversidade sexual nas políticas públicas de educação no Brasil, no governo de Luiz Inácio Lula da Silva: uma tese de livre docência (VIANNA, 2011) e outro trabalho que verificou como as políticas voltadas para o currículo foram compreendidas, apropriadas e implementadas por professoras e professores de escolas públicas do estado de São Paulo (VIANNA, 2012). A intenção deste artigo foi olhar a produção dessas políticas a partir das tensões presentes na interlocução do governo Lula com demandas sociais por diminuição da desigualdade e construção de direitos sociais advindas do movimento LGBT (Lésbicas, Gays, Bissexuais, Transexuais e Transgêneros). Ao discutir ganhos, perdas e desafios futuros, o texto destaca as contradições presentes no processo de interlocução entre o governo e o movimento LGBT. Quando o governo introduz demandas de gênero e diversidade sexual na educação, parece querer valorizar o tema sem considerar as relações de poder que determinam os parâmetros tradicionais que sustentam as relações de gênero e as identidades docentes no cotidiano escolar.

This article explores the relation between the State and social movements in the production of public education policies focused on gender and sexual diversity. This reflection takes as its main sources two recent investigations dedicated to understanding the introduction of gender and sexual diversity into public education policies in Brazil during the Luiz Inácio Lula da Silva government: one livre-docência thesis (VIANNA, 2011) and another work that investigated how the curriculum policies were understood, appropriated and implemented by public school teachers in the state of São Paulo (VIANNA, 2012). The purpose of this article is to look at the production of these policies from the viewpoint of the tensions present in the dialogue between the Lula government and the social demands made by the LGBT (Lesbian, Gay, Bisexual, and Transgender) movement to reduce inequality and to construct social rights. By discussing gains, losses and future challenges, the text highlights the contradictions found in the processes of interlocution between the government and the LGBT movement. When the government introduces gender and sexual diversity demands in education, it seems to be willing to give value to the theme without considering the power relations that determine the traditional parameters supporting gender relations and teaching identities in daily school life.

Orientado pela teoria das relações de gênero, este artigo examina as principais leis, planos e programas federais que especificam as diretrizes nacionais das políticas públicas de educação no Brasil. Entre os documentos privilegiados para análise destacam-se a Constituição Federal (CF/1988), a nova Lei de Diretrizes e Bases da Educação (LDB/1996), o Plano Nacional de Educação (PNE/2001) e os Parâmetros Curriculares Nacionais do Ensino Fundamental (PCN/1997). Mostramos que adotar a ótica de gênero para a análise dessas políticas permite avaliar como elas podem facilitar ou dificultar a aquisição de padrões democráticos, uma vez que a política educacional não tem um papel neutro, dissociado de preconceitos, entre os quais destacamos o de gênero.

Oriented by the theory of gender relations, this paper examines the main legislation and federal plans and programs, which specify the national guidelines for the public education policies in Brazil. More attention for the purpose of analysis was given to documents such as the Brazilian Federal Constitution (CF/1988), the New Act of Guidelines of Education, (LDB/1996), the National Education Plan, Act n. 10.172 (PNE/2001) and the National Curricular Parameters for the Elementary School (PCN/1997). Taking the viewpoint of gender to analyze such policies enables us to evaluate how they can make more easier or difficult the acquisition of democratic standards, as the public education policy is neither neutral nor free of prejudices, such as gender prejudice.

Nos debates educacionais, é consenso a constatação da enorme presença feminina no magistério. Bem menos freqüente, contudo, é a reflexão sobre os aspectos contraditórios geradores de tal processo. Pois essa é exatamente a proposta deste artigo: examinar a presença do sexo feminino no magistério, tomando por base as contribuições do conceito de gênero e sua construção histórica, social e cultural. As diferenças entre os sexos indicam diferentes significados masculinos e femininos das identidades docentes e das relações escolares, assim como apontam para os desafios impostos pela articulação entre o sexo e o gênero da docência.

In the educacional debate there is a consensus about the predominance of women in the teaching profession. However, reflections concerning the contradictory aspects that generate such a phenomenon are less frequent. The objective of this article is to discuss such aspects, that is, to examine the presence of women in the teaching profession, based on the contributions of gender and its historical, social and cultural construction. The differences between the sexes suggest that there are masculine and feminine meanings associated with teacher's identity and with school relationships; they also point to the articulation between sex and gender in teaching.
